How do I prevent fluid slosh?

I just unlocked the fuel power plant and refinery. I have 300 oil coming in, 300 oil being used. 150 heavy oil residue out and then in to make 100 fuel. The slosh is happening in the oil residue network. I even have some valves on and nothing seems to fix it. Its causing slosh in my power grid as a result. Any tips?
