Box Starter Event and Observe Star

Why is it that we have in the new Mini Game Event Box Starter 6000 points worth of items but the observe star tokens are not available after 1400 points?

I miss one cloth piece and I thought I have still a lot of points to go... but not one single token. I never had that happen and just wonder if that is a mistake, a way to make people pay money for tokens and just limiting the tokens or well just bad luck.

I personally do not care to much but that was the first time I notice I run out of tokens without getting all the items 🤣
