Where should I be looking to fix this?

Problem: a small case of Old School Runescape Snow

I'm not quite sure where to start in xEdit. Should I look at the Ref ID entry or the Base ID entry? This is the only place in game that I've seen this problem, and its been present in two or three different version of DynDOLOD so I have my doubts its that, but honestly I've no idea.

Can I get a little guidance?
