Why does my job require me to hold ETFs for 30 days?

Last week, I started a job at a Canadian Financial Services company where I am considered an "Access Person" (i.e., I have access to the company's investment positions). As an Access Person, I have to pre-clear all trades of single stocks and I am not allowed to trade the same security within 30 days.

I don't have to pre-clear trades of broad-market ETFs (e.g., VOO), but I was surprised to find out that the 30-day hold policy still applies for broad-market ETFs. My company's Compliance dept alerted me that I violated the 30-day hold rule by buying TQQQ on Tuesday and selling it on Wednesday.

They'll meet with me to talk about this, but can someone tell me why this is even a problem? I understand that constant trading of single stocks could look like insider trading, but TQQQ is a NASDAQ ETF. There are 100 companies in it - how would I ever insider trade that? I would never be able to get material non-public information on an ETF as broad as that

Feeling frustrated over these trading restrictions
