What if the worst team in the league just couldn't get the #1 pick?

I've thought about this before as a possible simple way to discourage tanking but never brought it up as a discussion topic.

Basically the worst team in the league would only be eligible for picks 2, 3, 4, etc. Only the other teams in the lottery could win the #1 pick.

Obviously of course, this would encourage teams to not just completely blow things up and have their players not even try.

Just bringing it up for discussion, not declaring it's the perfect solution.
