Steam deck no power

Hey guys, I have been doing some electronics repairs for a while (basic stuff like HDMI, charge ICs, tristars on phones) and recently a steam deck came across my desk. Has no power. Battery is at 7.9v. Took board out of steam deck to just power it off of USB C and it sits at 15v 0.8a with no battery and no sign of life. No fan spin, no lights. I get 3v on the board but no 5V.

Any thoughts?
