Passport issues

Anyone having difficulty passing the photo part of the passport? My wife is renewing hers and has supplies 3 different photos that have all passed the online part that checks to see they are ok but then all 3 times when a human checked it they say it's too close but when she takes one further away the online tool rejects them. Anyone know hats going on?
