About a dream

Hi, I'm still a teenager to talk about this... But I want to know why foreigners are not accepted in Russia to serve as soldiers or join special units I felt like my dream was shattered! Is there anything else I can do to get closer...I'm thinking about logistics... Can someone advise me Because I feel lost after I realized that my dream is impossible :(
