Advice reporting residential fire code violations

My apartment has so many false fire alarms so consistently that people living there are starting to become apathetic and not evacuate. It’s insanely dangerous (not to mention it kills everyone’s ears and scares the fuck out of pets). Additionally the fire panel is just left open in the lobby, completely unlocked for anyone to mess with, often times it’s beeping for attention for days on end too.

Where’s the best place for me to report these repeated false alarms and the fire panel? They’re putting people at risk for if there was an actual emergency. thnx!
