Is there a consistent way to fix the "Requires Purchase" bug on Wolfsbane

Currently trapped with Wolfsbane having only AO as a catalyst. Intrinsic is maxed at IV and have done all 4 terminals with my friend on Master difficulty. Weapon is currently at Level 25.

Has bungie just decided to never patch this bug? Is there any way to actually correct this that doesn't include taking another fresh player through to fix the issue?
