Wobbly toilet

I have a barely noticeable wobbly toilet. It’s happened twice over the past several years and I tightened the nuts on the floor bolts. Now it’s happened again. Should I just tighten them when this happens, is there a permanent fix, and what’s causing them to loosen? It’s only ever happened to this one.
