Are Elder Dragons canonically sapient?

As far as official content provides:

The IB interview has Fatalis described as the only creature in Monster Hunter’s universe to be evil.

Narwa and Ibushi can communicate eloquently through the sisters, at least implying they have a reasonably intricate dialect (ie how cetaceans have complex communication)

Primordial Malzeno can make the decision NOT to kill the hunter that just attacked it 5 seconds ago and recognized the shared goal.

But nothing officially says where a line is drawn in the sand. I do find Gogmazios interesting because on a surface level he’s a “dumb” Elder yet you can see in his first phase transition it’s smart enough to trigger the Firespring using its flaming tar beams. Which I think hints the baseline for Elder intelligence is pretty high
