Fallout 4 PS4 Question

Since the update, I have had a 2 story house spawn in County Crossing. It is fully accessible but can't be scrapped (using sts mod so should be able to scrap most anything), and it cannot be built off of. Has anyone else experienced this ? It takes up almost half of the build able area without plants.
