Cement form tube anchor bolts

Can I “cast in place” these 5/8 in. 8 1/2 in. anchor bolts into the cement form tube or is it substantially a better idea to wait for the cement to harden and then drill the pilot hole? I’m asking because my variable speed drill can’t get the job done and if the answer is “yes“ I’m trying to save money by not purchasing another power tool. Thank you.
