2005 Volvo XC90 blower motor won't run and what the hell is this noise coming from the tires?

Question

No airflow whatsoever when using heat or air conditioning. Checked all the fuses and they are good. Not sure if there's a relay that controls it. Replaced the cabin air filter, took out the blower motor and it was clear of debree and spins easily by hand. I don't have a power source to connect the motor to test it now it's out of the car but before I took it out the plug on the power cord was showing 1ohm. I've read online that sometimes there is an issue with the knob/dial for the fan. Mine has lights above the knob to tell you what speed it's on and it seems to be working fine. I've only had the car a couple months but before it quit working it seemed like it wasn't blowing air properly as in when it was set to high, the airflow it was putting out wasnt enough and on low it was hardly blowing air at all. Other than getting a 12v battery to test the motor what else can I do to figure out the problem? What am I missing?

I have no clue what I am doing I have just tried to research online and teach myself because I really can't afford to take it to a shop at the moment.

Also what is the horrible noise that seems to be coming from/near the wheels?

Any advice would be tremendously appreciated! :)
