Which Overwatch character most needs a rework?

Continuing my series of posts, here's a Family Feud for Overwatch. Thanks to everyone who's helping.

By "rework" I mean a complete rework, remaking the character or recreating an entire mechanic of the character. Not removing or adding an ability like Roadhog and his little trap.
