QDRO document created by Fidelity doesn't have notary block?

I have created a QDRO document using the Fidelity QDRO website. I read that a QDRO needs to be notarized, but the document created doesn't have a notary block on it? Why is that? This is for NC. Surely Fidelity knows the requirements for my state.
