RTX 3070 does less than 220W in stress-tests

I recently bought a used RTX 3070 ASUS ROG STRIX OC, and been wondering if that is okay if it draws 180-190w during stress-tests like Furmark instead of 220-240 that should be (info from the internet)? My PSU is Chieftec Nitro 850w, and Ryzen 5 3600 (I know it bottlenecks a bit, but I am not sure if that is the reason), as well as B550 steel legend motherboard. Apart from this, card and performance is great by the most part. Is it okay or is something wrong?
