Why is my Usage so low?

Hello!

Recently i upgrade to 5070ti and i have an i7 12700kf and 32gb ram.

When i play my favorite games, right now Arc Raiders i get over 100 fps on max settings but i noticed that both my gpu and cpu are at 60% in afterburned monitor while if i scroll down under RAM usage it says the max it reached 24750.

Why is it max 24k if i have 32gb and considering both my gpu and cpu are at 60% usage am i bottlenecked somewhere?
