Where did my mods list go? PS4

I am on PS4. I never accepted the recent update download, but I think at some point it was forced on me because it stopped asking me every time I start up.

I recently started a new playthrough and want to use the same mods as my old one, but the screen where you browse mods and choose a load order is gone - for both playthroughs.

On the old one, the mods I had applied are still in effect but I couldn't change them if I wanted to. On the new one I just don't have the option to use mods at all from what I can tell.

Is this a PS4 thing on the recent update?
