RAM Issues Help!

I just installed a new CPU and new ram from 2x 8gb to 2x 16gb, but it appears my computer reads both sticks as there, but is only utilizing 1? Am I reading this right??

In task manager it says 2 slots used but only 16gb or memory. Hell!
