How do I respond to my bd?

My ex always texts and says he misses our daughter (she's almost 4 months old), but every time he comes over to see her, he rarely holds her or interacts with her. He'll scroll on his phone. Just want to get some outside perspective because my friends and family are saying that he's waiting out time and that he's only coming over to see me, any advice is welcome! Thank you!
