Weird FPS spikes since mid december no idea why?

So heres the way it happend and I have no idea what to do.
Around 12th december my PC stoped working as inteded lets call it, basically what happend is ever since then i've been having weird FPS spikes and drops been playing game called Where winds meet, had 144fps at mid settings, but since then it shows on Fraps, but realistically its spiking and dropping alot for no reason, litteral has huge fps drops and I dont even know how to explain it.
The day it happend was the day my bluetooth stoped working for some reason and system restore point to day before restored it, but pc has been crapping ever since.
TFT is unplayable for example FPS is like 30 then 0 then 30 then 0, WWM avgs at around 50-60 fps
GW2 at lowest settings is at 80fps
All of this shud be way higher

In AMD Adrenalin edition there is Micro stuttering rate that constantly keeps spiking.
