Is the rating penalty system bugged?

I've seen this happen multiple times to me when the game says that my penalty has been waived due to people leaving, and it says -50 but when I reach the lobby the deduction still counts as 300-400 or whatever the usual number is. I found it really funny that they just try to make sure I don't feel bad in that moment but deduct the normal amount anyways.
