Heart of Russia DLC

I am starting to get a bit worried about this DLC. If I am not mistaken the DLC was planned to release in 2022. Now we are 2026. So basically 4 years and we still don't have it. My concern is that when they finally release the DLC it would feel very very very outdated. After we got Greece, West Balkans, Nordic Horizons and they look so much better compared to the rest it would feel like a cheap money grab honestly.
