Diddy bag return fee

I unfortunately got an ELS about a year ago, and just now I have on my credit something about a diddy bag. I wasn't able to return anything, someone else took my gear and did it apparently. I've been calling numbers and no one seems to know who I should talk to. Does anyone have a clue on what I should do. It dropped my credit 60 points. Also, I have a 15k medical bill from navy that I thought tri care was supposed to pay for. Is there a number to call about that also?
