Custom Space marine force, psykers hunters

A thousand psykers are sacrificed day, so mankind may live one more sunrise.

Have you ever considered how these psykers are gathered?

The Black Tithe marches with Imperial soul hunters at their side,
hunting psykers across the stars to feed the Golden Throne.
Every life claimed is etched on their flesh, a hidden Ledger beneath their armor,
a record of sacrifice and guilt they carry to the end.

Ideally i would like a 2000p tournament legal army with space marines 3 librarians and human psyckers , sisters of silence, inquisitors, navigator . etc. some human squads. no dreadnaugths no terminators.

is this possible through any of the space marine codexes?
