Is the Breach Atlas passive Xesht's Madness bugged?

The Breach Atlas passive Xesht's Madness.

According to the description:

“Catalysts dropped from Rare Breach Monsters in your Maps have a 10% chance to be a full stack.”

A 10% chance doesn’t seem low, but I’ve run more than 20 Breach maps already and haven’t seen a single full stack drop.

In the previous league, I did occasionally see full stacks dropping in Breach maps, and it felt roughly in line with the description. This league, however, it feels completely different.

Can anyone confirm whether this passive might be bugged right now?

Also, what’s the correct way to submit a ticket or bug report to GGG for this?
