Help deciding between Windspear R5 vs. Shovel R1 vs. Kitain R5

Hey everyone! I'm a returning player who just got back to Genshin and i'm set on getting Ineffa on her rerun! I'm planning her build currently, and i'd like some advice regarding her weapon options.

I have Missive Windspear (event weapon) at R5, enough prototypes to craft Kitain R5, and one prototype to get the Nod-Krai craftable (Shovel) at R1. Out of these options, which would be best? I'm honestly leaning towards just using Windspear because it's already R5 lvl 90 and no one is using it at the moment, but if it's significantly worse than the other F2P options then i don't mind crafting/farming for another one. I also have Skyward Spine sitting around on my Raiden, but i'm no longer using her so that's also an option, if it's any good.

I'm planning on getting her and Columbina and using them together as a wheelchair core, since my DPS units have been mostly powercrept and i'm not really interested in any of the Nod-Krai DPS units.
