SBI CASHBACK Card [ Rejected]

I recently tried apply for SBI Cashabck card but got rejected after CIBIL check stating internal policy check failed. I have CIBIL around 790+. I already have SBI Elite CC so was thinking of closing that this year and move to cashback variant for the online offers. Does anyone know if we can flip the card or downgrade to Cashback as the other route ? let me know if you have sugeestions to get this card via other ways.
