Downstairs Neighbor Smokes inside apartment

I just moved into a new apartment in an apartment complex. My GF and i noticed a cigarette smell, but thought nothing of it. Later on that move in day our whole apartment reekd like cigs. My GF could not sleep and we had to sleep elsewhere for the night. All out clothes reeked like cigs. Lease states no smoking. Next day I talk to the guy and denies even smoking cigarettes, but later witness him smoking outside. He only does so when he has to take his dogs out. He stays at home all day. After I talked to him, the noticeable smoke smell has decreased, but he will smoke in apartment randomly because there is a spot in the apartment that will smell like fresh cig smoke. He is attempting to do it more discreetly and cover it up with lysol cause now I smell that now. My GF is more sensitive than I am because it wont smell, but she will get allergic symptoms if she stays in the apartment any considerable amount of time. I let her stay at my parents place in the same complex and her allergic reactions cease. Also, we can't even open the window cause to ventilate cause the heat doesn't work at all or at least marginally. I went to the leasing office, then I went to the corporate office to request a transfer. Ive only been in this apartment 7 days and I want out already. I have everything documented and showed it to the corporate office. I have not spoke to the neighbor or retaliated in any way to not make the situation any worse than it is. Anything else I can do?
