Aspire A515-57G stuck at 0.4ghz when plugged in.

Been trying to figure this out for the longest time and can't.

Originally thought it was the charger I was using as it was a third party one. Contacted Acer for a replacement charger and they sent me a Chicony one. Plug that in and it's still locked the CPU to 0.4ghz. Throttlestop doesn't allow me to disable bd prochot so that won't work.

Struggling to figure everything out. All drivers and BIOS are up to date.

When I'm running games without the battery they run perfectly fine. I have most games with v-sync on so they stay locked at 60fps but they never dip below that when im playing on the battery.
