Level of the enshrouded zone

So, my friend and I have arrived at the Albaneve Summit dragon, and we haven't even started or set foot in the Veiled Waters pools yet. We went from the Nomadic Plateau to the Exalted Regs and then to the Albaneve Summit, and I understand that this is the final area. We followed the required quests, but my question is simple: should we have done the Veiled Waters pools before the Albaneve Summit?
