What makes a cub hier worthy?

In the trading center I've seen cubs that are labeled hier worthy and being sold for a lot. But when I look at them I can't see anything that specifically makes them hier worthy. Half the time it's just a basic looking cub with like 3 markings. So what makes a cub hier worthy?
