How the hell am i supposed to get 3ss?

Execute 30 players with Rashomon, but 1v1 mode kills doesn't count, now what? Everyone is running around with PVP turned off and there's no way to track down players with high bounties as far as i know, so how am i supposed to do this weird quest?
