Sound problems on 1.21.10

Where do I start... the enderman 'stare' sound plays constantly in the end and there's no way mod I can find that stops it specifically. If I turn down EVERY slider except master volume to 0, I can still here the enderman death sound. I tried SoundController mod, but it DOES NOT work in 1.21.10 (lots of sliders don't even work and it causes some sounds to be INSANELY loud and uncontrollable, for example, M4 boss fight). Is there ANY mod that lets me control volume better?
