Self dug tunnels?

Hypothetically if one were to start digging on the path of the proposed bloop in total secrecy, paid off reputable engineering firms to design and certify the tunnels and rails and then once finished crack the remaining wall between current tunnels and the secretly dug ones would wmata connect the final few feet of rail and use it?
