Problem fish

Idk if anybody else is having this issue but there is one medium-small sized fish in the ocean that i CANNOT catch. Im a pretty good fisher, haven't missed any other fish before but I've hooked this specific one at least a dozen times and cant reel it in. Anybody else experiencing this fish? Gets about half way to you before just refusing to move unless in the red. Pls let me know if you've been able to catch it and how 🙏 im a bit of a collectionist and this fish is angering me hardcore, even my partner was not able to catch it
