Can someone help me build and buy a decent gaming pc?

Im new to this stuff and I just want a cheap (budget around 700-1000$) gaming pc that will run games smoothly and at high fps. Im also worried I'll break the parts during my build, so can someone console me on that too? What are the benefits of building instead of prebuilt?
