Why doesn't anyone swim in the Swan River?

I remember swimming near the Matilda bay area in 2006, but I don't see anyone swimming in the river anymore. Is it a water quality issue?

I saw some people swimming there in peppermint grove, but other than that it's a rare occurrence. South Perth foreshore seems like a perfect spot for a swim
