Kissing at 14?

Everyone mentioned will be 14 by Feb. My friend met a girl on Snapchat in September, and they started dating soon after, and according to him, they kiss all the time (Since then we've met her in person, and know she's not fake). For context, another girl and I have liked each other for more than a year, and we tried "dating" when we were 13, but thought we were too young. We sometimes hug and things like that, but never kissed. I'm just wondering, is it normal for 14 year Olds to kiss so much? And any other advice? Thanks.
