Versatile water resistant walking shoe?

Question

Hey everyone! I’m pretty new to the world of running shoes, and for most of my life I’ve just bought whatever looked good. Over the past few months, I’ve been traveling a lot and exploring different terrains, from cities to sand to rocky hikes. I’ve been using Columbia Newton hiking boots for their water resistance and grip, but after a few months my feet (especially around my Achilles tendon) have become quite sore.

In the coming months, I’ll be traveling again, hence wanting to get a new pair. I expect to encounter snow, ice, rain, cobblestones, and normal city streets. Are there any shoes you would recommend as a good “jack of all trades” for this kind of travel?

I also recently (like last week) bought a pair of Brooks Ghost Max 3 and really love the cushioning. However, I mostly use them for sports, gym, and everyday wear. I'm not sure if they are good enough for my travel since they don’t have much weather protection, and I haven't had the chance wearing them long term. Do you guys have any recommendation?

Stats: $200 or less budget, long walk and versatile terrain, 9.5 men normal shape. Thanks :)
