Did they get rid of the “extra pay for long waits” thing you could do via support?

Used to be if you hit “not ready” and an order took longer than 10 min you could complain about it to support and you’d get an extra $3 or so. Any time I’ve tried it in the last month or so they just tell me tough luck lol
