CDR boots don't seem good

With all the ability haste we get from glaive first. I have found that swifties and Merc treads have felt the best. I would rather build swifties but if there are no slows and just hard cc, I think Merc treads are good second option.

Steel caps still feel bad unless enemy team is full ad. Overall I am never really in a rush to upgrade my boots this season so far. None of them are very good ime.
