[NC] need help clarifying an order

My ex wife moved away to Ca with her new husband and I moved to Va but the order was written in Nc as follows: Neither party shall take any electronics away from the minor child

that was provided by the other party (even as discipline for the minor child) without

the approval of the other parent.

She sends him to me with an ipad and smart watch. I just got him a phone for Christmas for better communication and safety that I was going to send back with him. I told her id give her full access to change whatever she needs on it I mainly want him to have it because of some allegations hes made regarding them isolating him from me. He’s stated hes not allowed to call me dad there or talk about me or wanting to see me and when he calls hes only allowed to stay on the couch and they tell him what to say off screen and when to get off which I have video of. As it stands now I dont have his location or the ability to talk to him freely if he needs to unlike her. Im also not listed under any of his emergency contacts as his father but his stepfather is. After talking about it she dismisses me and says she’ll send the phone back if he arrives with it. Would this be considered taking the phone from him?
