A public voting money out of the treasury through the senate and the house. "if my represenatives don't bring home the bacon they are useless". America doesn't care as long as they are getting paid, America doesn't care about military justice. A public swayed by the polarized beliefs, It really doesn't matter to America what the facts are, what the constitution says, If Senators are setting up privates for court-martial it doesn't matter as long as it aligns with the polarized party.
