Advice for converting this High 10@L5 AVC (10-bit H.264) anime file?

I have a large anime movie file that my plex server is struggling to play.

I believe the problem is that it has a codec called High 10@L5 AVC (10-bit H.264), which most devices do not support. High 10@L5 AVC (10-bit H.264) to my understanding is favoured by anime fans, predominantly because it avoiding banding.

My client devices is a FireTVCube 3rd gen and a Samung Galaxy A55 phone.

I want the file to play but I also don't want the audio and video to be Lossless.

Is this possible and if so what settings should I use?
