Why does ICE seem to have a heavier presence in certain cities/states?

Watching the news and situations where people are being taken with force by the immigration agents, why does it seem that they are in certain / specific towns ?

Example: I saw a video of a Target worker being detained as he was working.

I saw another TikTok of a DoorDash lady.
