Can't kick bot in private server

I am trying to play a 1v1 with a friend in a private deathmatch server. We are both playing on T side so we can both use AKs. I used the bot_kick command but 1 bot remains on CT side and doesn't get kicked. I used the bot_quota 0 command to prevent bots from spawning after being kicked, but this one bot never gets kicked. Any ideas on whats wrong? Never had this issue previously. I've played many 1v1s with friends and set the server up the same way every time. This is the first time this has ever happened.
