MacOS doesn't shuffle wallpapers

I can't bring MacOS to shuffle my downloaded wallpapers (and screen savers). I selected "Shuffle Landscape" and tried setting the interval to continuously, 12 & 24 hours but the wallpaper always stays the same. I made sure that in my library the downloaded wallpapers and their videos appear. Can anybody guide me?
